Do they have to book return flight as well to enter in Canada??

If they have a TRV vs a super visa then they need a return flight.
It's possible the CBSA agent could ask them what funds they have availability to support their stay but probably unlikely.

Would add that many airlines and certainly certain travel routes often require proof of return ticket because if people get denied entry to a country the airline has to book them on a return flight at their cost. The airlines insist people purchase a return flight so they aren’t absorbing the cost of return travel. Important for CBSA as well because as a visitor they will only be granted an up to 6 month stay. Not unreasonable to book a return flight up to 6 months in advance.
