You can certainly apply again, but unless you address the reasons for refusal, it will be rejected again. Apply for the GCMS notes before you re-apply. It will provide you more detailed reasons for your refusal and allow you to address them directly.

I think usually Canadian rejections doesn't come with refusal stamp on passport. Instead they will sent an letter saying all the reasons for refusal. My TRV was refused and a refusal letter was sent to me along with passport.
