I am a little bit worried because I applied for visitor visa 4 weeks ago and I inclued the letter from my husband who is Canadien and it says that we are beginning the process for PR spousal sponsorship. I had the visitor visa the last year but it expired due to my passport expired. I got married this year and send the application again. Someone told me that they don't use to deliver the visitor visa in these cases when you are applying for PR. I am just starting to collect all documents and evidences but anyway it is indicated in the letter.
There is a possibility your PR application will not succeed. In that case, will you be more motivated to stay in Canada or return to your country to citizenship. If they think you would rather stay in Canada, then they will not want to give you a visitor visa. At any time when you visit Canada, they need to be mostly sure that you really will return after your visit. It is not their job to decide if your PR application will be successful, only that you will return after your visit.
Do you mean a visitor extension? If so, you're well within the processing times. Last I checked they were processing applicants from April 2nd (if you applied online). I submitted mine June 5th and I'm still waiting as well.

You are right. I am Colombian and applying for visitor visa because it expired. This time, I am applying with my daughter for first time. We both have American visa and I have had Australian and others visas. The past year it took just 3 weeks to delivered but now, I have other status "wife". I currently am in Colombia.

Since you have a history of getting visas and not staying longer than you are allowed to, that it certainly something in your favour. It is a judgement on the part of the visa officer. Weighing all of the evidence, if they think you are not a risk for overstaying, they will issue the visa.
