I recently got married about a month ago and applied visitor visa for my wife to spend some time together in Canada however it was refused. Reasons were insufficient funds for her stay, significant ties in canada, no significant ties outside canada.
I showed 40k cad funds from side and about 15k cad funds from her side for about 4 weeks stay. She works in a IT firm in India.
Strange the officer still decided to reject visa.

It is not strange at all - married to for a month to Canadian PR and wants to just visit with her only family in Canada. So if you are PR then sponsor her to come to Canada. Her family (you) is in Canada so IRCC doesn't believe she is just coming to visit. IRCC figures she will "visit" and they you will apply inland. You are her only family tie and you just got married so start sponsorship. No sense in reapplying until you have applied for PR and received AOR. Then apply for TRV again.
