Visitor visa for sister

Hi, I want to apply visitor visa for my sister and her family (husband and 4 years old kid). I would like to know, are they processing visitor files and how much chance to get approval for sister in this situation?? Can I say, due to covid I am not able to visit them and wants to do reunion with family in their purpose of visit letter ?

Even if you are PR or citizen your sister’s husband does not qualify to travel due to the travel restrictions. This is also not the time for family visits. most of Canada are not able to visit their families who are within Canada.

True. Can you please tell me, what is imm 0006 ? Can't we apply their visa under this ??
