Yes, you can apply, but getting a visa for parents on PP status is a bit hard to secure as one of my friends applied and got a refusal but you can try.
I asked this question to a visa officer as a refugee claimant NOT as a PP. They answered that the visa application will most likely be refused. That's when I decided to wait until I'm a PR. But who knows, each case is unique.

Thankyou, I am still thinking to take my chances, since they have very strong ties back home, hoping for the best, living alone without family as a single female is extremely hard and it kills me because of the uncertainty that I don’t know when I can see them
