Visitor visa for my boyfriend from Italy

Hi everyone,
Can anyone tell me if it's possible for an Indian passport holder, who has been working in Italy from last 6/7 years, to get a Canadian Visitor Visa?
What is the procedure to obtain the visa? Do I need o sponsor him (I'm a Canadian PR holder living in Canada from last year only) or he can apply directly from Italy?

Please help!
