I am a Canadian Citizen and my wife is in the process of getting her PR. My in-laws are Permanent Residents of Germany
Should they apply under the family visit or a different category? And should there be different applications for each family member, 2 brothers (over 18) of my partner and her mom
They will only be staying for 2 weeks and are running a small business in Germany

So parents and brothers are living and applying from Germany? If so I think processing is over a year so don't plan on them being approved in time.
There is only one category - TRV and select visit family. If brothers are over 22 then they are their own accounts/applications from your parents. Each then show their own funds, travel history and ties to return.

They still have a Pakistani passport so I’m confused if the processing time will be a year or ~a month. Her brothers are both under the age of 22 so only 1 application may be submitted?

If they applied from Germany that is the processing time to consider. So not likely to get in time. One IRCC account, and separate applications for each.
