Is her life at risk? Will her condition result life altering condition. For example critical illness could be end stage cancer, serious stroke, etc. You can certainly try.

No harm trying. You never know what IRCC will accept. In general they seem to be targetting emergency situations that are time sensitive like funerals, palliative care, sudden serious health emergencies, etc.
