Visitor visa for a brother

I'm a PR in Canada and being here for 6 years. I wanted to apply for a visitor visa for him.
what's a good reason to apply and what's the things l can add to make his application strong.

Your brother is the one who will apply (not you). You can include an invitation letter.

To make his application strong, he should show ties to his home country such as property ownership and employment. He will also want to show that he has enough fund to cover the costs of his trip.

His level of English is not so good thats why Im applying for him, He has things you mentioned already just wondering a bout reason of a visit

You should be honest about why he wants to visit. What are the reasons? Is he visiting family? Coming to tour Canada? You should provide the real / honest response.

Looks like you may not have finished your PhD and applied for H&C. I assume part of your argument would have been instability in Libya. Your brother will need to provide a lot of proof that he will return home and not claim asylum, H&C, isn’t I’m Canada to try to find employment, etc. Your H&C applications grounds will likely factor into his approval process.
