I heard that I am not eligible to apply for visitor's Visa again as its expired. I could not find anything like that on cic site. Is it true?
Also, Why is it that some people get 10 year Visa and some get 1 year Visa?

Although I have no insider knowledge on the 10 year versus 1 year visa my guess is due to number of factors such as home country ties, purpose of visit, relatives in Canada and maybe even financial status at time of application.
