Visitor visa- Brother lives in italy

I am planning to invite my brother to visit me. He lives in Italy and has work visa. He is 27 years old. I have heard if your application is genuine still visa officer doesn't believe that you will leave the country after short visit. What documents do I need. And, Can he submit his application in Italy or he has to go back to india to submit visitor application for Canada.

He is on work visa. That is going to be extended this july for another year.
