Visitor visa application from India taking too long

Hi all,
My mother's application for a visitor visa from India is taking more time than usual. Its been more than 45 days over, but no progress. We didn't hear anything from CIC. The application is processing at the New Delhi office.
I tried CSE twice and email once, but no reply. Don't know what else to do.
Please suggest what I can do to know the progress of the application.
