Visitor visa after EE profile submission

I submitted my EE application on September 1, 2018. My CRS score is 440. I have missed two rounds of cut off just because of 1 score point.

I want to visit my sister in Canada. Can I apply for Visitors visa right now? Or they will reject it because my application is already in the EE pool?
I am really confused regarding this

In my opinion, wait for another week as the CRS might come down to 440 again.
