I have already applied for permanent residence in Canada and I am awaiting a decision on it. I might have to travel to Canada before my permanent residence application is approved, so I am planning to apply for a multiple entry visitor/tourist visa.
I also understand that the COPR is only valid for the landing process as a Canadian PR. As per CIC, any entry into Canada as a PR after the initial landing process needs a valid PR card or a PR Travel document.
My question is - Will I be able to enter Canada as a visitor (using a valid tourist visa that I want to apply now) after the PR landing process where I provide a valid Canadian address for my PR card to be delivered, but I leave Canada before I receive the PR card? Or will I definitely need a PR Travel Document in order to return to Canada after I become a PR?

Once you land as a PR, you are not eligible for TRVs and any TRV in your passport are cancelled, even if they are not physically cancelled.
To answer your question as you state it:
1. No.
You could try to do a "soft landing" wherein you convince the CBSA officer to not complete a PR card application, and while this happens quite frequently, it is not guaranteed that your CBSA officer will let you.
