Hi,

My brother is working in India and I had applied for a visitor visa for him to come visit me during the summer break. The visa is still under processing as there're no biometrics and it might a bit until we hear back from IRCC. He's also got plans to apply for a study permit in Canada next year.

What's the best option he can pursue at the moment? Should he wait until he hears back from IRCC and then re-apply as a student? Or can he make another application alongside the visitor visa application? Or can he come here (assuming his visa is approved), and then convert to a student?

Looking for suggestions. Thank you.
 
For the visitor visa, he also needs written authorization to travel to show his visit is essential.

He can apply for a study permit if he has an acceptance letter from a college or university. He can’t just convert a visitor visa to a student visa.

It's generally more difficult to get a study permit approved from within Canada.

What is his true intention? If it's to study in Canada, withdraw the TRV and have him apply for a study permit.
