Can a employer of PR holder help to apply visitor or dependent visa for the spouse as spouse sponsorship is a long way to go,as done by employer of people on work permit ?

No. There is no such dependent visa status for PRs except for PR sponsorship; TRV application is personal. Nonetheless, have spouse apply for TRV.

Yes. Before or after. Or both if refused. It may be wise to submit TRV before applying for PR status.
