Insurance for visitors is emergency coverage although some pre-existing conditions are not covered if you end up needing emergency treatment. Any routine care and medications are out of pocket If your parents need routine medication they will need to pay to see a doctor to get the prescription and pay for the medication. I would suggest you read the policy in general and research medication costs in Canada. Your parents can arrive with a 3 month supply of medication. Nobody can mail them medication fron their home country.

Travel insurance almost always only covers emergency situations unless it is incredibly expensive. There are policies that will cover routine care but they are significantly more expensive.

You are likely better off paying out of pocket. Insurance companies are not going to plan to lose money so expect that your insurance costs will be over what your current expenses. Extended travel to Canada is not without expense. Your parent can return home after 90 days and can renew their prescriptions at home.
