Oh wow that's crazy that people from September/October are seemingly further along than you. Doesn't seem fair. Would love to know their system. I'm hoping that they just aren't updating you ECAS/MyCIC and you just get your DM email!
Yeh I'm not sure if the inlanders are? Haven't seen many updates though not been followinf the forum that closely lately but last I seen was June apps were still waiting med requests. The outland apps seem to have more progress in the earlier months, seems alot of inland are in a void then like you say everything happens fast at the end of the process!
Ok, am replying to this thread since I think (??) I might soon be in this position. My visitor status expires April 13th, and I thought we'd be all set to send in the outland PR app before March 13th so that I could apply to extend my visitor status. But now my partner has discovered that his passport expires March 13th...so it seems he'll have to renew before we can apply (argh). I'm also waiting on paper copies of some police certificates (have e-copies of everything from FBI and my home country), though I think/hope they'll arrive early next week.
So my question is this: if we can't get our PR app in 30 days before my visitor status is up, is it better to a.) apply anyway and hope for the best, maybe pay the PR fee up front? or b.) get his passport renewed ASAP, get the PR app in, and then apply for my extension, even though this will be less than 30 days before my status is up? Thanks in advance for any thoughts on this...

Your post doesn't make sense. The expiry of the sponsor's passport is completely irrelevant to both the sponsorship app and your visitor extension app.
Also, you can apply to extend your status up until it actually expires. The 30 days is a recommendation, not a rule.

We have to send in copies of his passport id pages, so we assumed that meant the passport had to be current and not expired? This just seems common-sense to me, but I'm pleased if I am wrong about it...
This is good information, thank you! I was under the impression that this was a rule, but I see now that they say "should" rather than "must" on the CIC page.

It's the only option for him, as he does not have his birth certificate and the other options apply to naturalized citizens (I think). So he was planning on submitting the passport.

We may submit a copy of his soon to be expired passport with an additional note that he will renew it ASAP if that is so. And yes, he should certainly get a new birth certificate...
