Visitor Extension - Medical Exam

Hi Guys,
My mother applied for visitor extension for 3rd time. We had approval from first two times. Before the 3rd approval came my mother actually left Canada. IRCC sent the 3rd approval after 10 days she left. Although it was approved, they put a condition to do Medical checkup via IRCC panel physicians. Now my question is since she already left does she need to do Medical check up? In her country there is IRCC panel physicians available though.
