The child care pilot is closed for 2024 after meeting quota. It is possible but with processing of 3 years then what will that person do?

For people who cannot apply online. IRCC allows 150 applications (first 150 submitted) and you must ask for approval and you will be sent the forms. Assume you have all documentation ready.

Yes it is possible to change status from visitor to worker/PR. There is a temporary public policy in place allowing this. I know 3 people who have done it successfully under the caregiver pilot.

When the CAP is closed, it means that IRCC is no longer accepting applications in the category.
Because the HCCP category of the caregiver pilot is so competitive, with grandparents applying to care for their grandkids and all, it closes usually within 15 hours.
Alternate format applications have to be tallied up so it is usually too late once IRCC releases information pertaining to its closure.
In other words, if you want to get into the HCCP pilot, it is not going to happen.
If the pilot is ratified into a permanent program after the summer of 2024, there is a chance that you can reapply. The entire program is set to end in the very beginning of the summer, however.
The HSWP category in its pilots form is still available for you to apply for up until the summer of this year as well.
