Around two to three years back, my visa to visit quebec was rejected.
The reason provided by the officer was, that my reason to visit is not fully clear or understandable. Thus, based on those grounds he rejected my visa application and also advised that I shall not reapply unless my current situation changes.

Now, that I am planning to apply for federal stage, is there going to be any negative impact on my PR application based on this visit visa rejection.

Do I need to mention this on my Federal PR application, if yes, then on which form/section do I need to mention this ???

Please let me know.
 
It wont have effect on your PR application, until unless your refusal was based on providing false documentation.
 
well, the reason for refusal was "the case officer did not had enough information and was not sure if I will leave the country after my stay".

As you are going to apply for the federal part that means that you have already been selected by the quebec government. So just be clear in your application and from my point of view it will not be a problem.
 
permante visa and temporary visa are both opposite side...temporary visa u have to show that u will after cbefore ur visa expired. .other side in permente visa u have to show that u r going to live permanently in country. ..so don't worry. .if u got refusal for temporary visa...
 
It shouldn't have a negative effect, don't worry.

But I would recommend you mention it in the forms. (source: my own experience)
