My wife is pregnant, and I had applied for a visit visa for my sister-in-law so she could come here and support my wife for about 4 months. However, the application was rejected despite all the documents being complete, including the invitation, doctor’s note, financials, and proof of home ties. I had selected the option that she wanted to come here because medical support was needed. Did I choose the wrong option? Please let me know if I should select the correct option and reapply or request reconsideration. Below are the reasons for the refusal:
• I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-179.html).
I am refusing your application because you have not established that you will leave Canada, based on the following factors:
• You do not have significant family ties outside Canada. • The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application

Four months is a long visit. How much did she show in proof of funds and what ties to her home county did she show? Does she have previous travel to counties requiring visas?
Did you indicate that she would be helping to take care of your wife or the new child? That can also be problematic sometimes.

So now, how should I deal with this now? should I contact the processing office for reconsideration, or do I need to apply again by selecting family/sibling visit with a new invitation letter and new reasons for visiting?

I will submit a new application then, and mention a 2 to 3 weeks visit duration.
Also, since she hasn’t gotten married and has no travel history, I didn’t add anything extra about that.
I’ll add the school fee receipt and mention that she had around 8K CAD funds. For the rest, I mentioned that I will be supporting her in the additional information section
Funds: Is the $26k in cash in her name only? Her funds are the only important banks statements. IRCC doesn’t need to consider any other bank statements.
Ties to return: If single then she needs to prove that she will return. So include school receipts and proof of registration.
Is this first refusal because IRCC has past documentation and if she showed that she was coming for 4 months for a medical reason then approval will be more a challenge.
