Visit visa from US

Hi,

My friend is visiting me in Unites States (Florida) with his family, We are planning to go to Niagara falls Canada side. My friends have a Pakistani passport and he is visiting the US on a visitor visa. Can he get Canadian entry visit visa on Niagra fall border or he will have to apply through Visa center? Any information will be appreciated and you if you estimated a turn around time as well. He is will be in the united states for a month.
