I am applying for my wife's PR in October this year. I am worried that she might not get her PR status by August Next year.

Yes you definitely can apply for her visitors visa, but wait until around 2 months before the expected travel date. My advice would be apply for the PR application asap, so that you'll be able to get her PR within a years time. With the current trend, the process is speeding up so your wife should get her PR by august(your tentative travel time). Good luck
