Hello , I am protected person in Canada , I have my wife's PR application submitted with mine that is in process .
Can I apply visit visa for her with my invitation letter while our PR process is on going ?

You can certainly apply for the TRV but she will almost certainly be refused and will need to wait until PR is confirmed to come to Canada.

You could, but unless you have a strong case with document proof that she will return to her home country, you run the risk of her visit visa being rejected.
