You may want to wait until July 3 when the new VAC opens. Usually submitting applications right before a transition to a new centre results in some admin delays due to the transfer/correlation/sorting of files/applications. This is perhaps the reason why the VAC opens after the Canada Day holidays - allow them to sort and prepare for the transition.
Alternatively you may want your mother to call up PIASI tomorrow (July 2) and ask information on the new VAC if it is not too much of a hassle for her.
Application processing times remain as published here: http://www.cic.gc.ca/english/information/times/temp/visitors.asp
But estimate additional couple of days of delays due to the effects of the strikes. To be able to have the application processed as seamlessly as possible, comply to the requirements as in the checklists for visitor visas.

New VAC is now open. My mom application was submitted directly to the Embassy on June 28. Until now, we haven't heard back from them. I already emailed and requested the embassy to return her passport before end of July because she is travelling. But no emails yet.
