Visit to Canada from US with US visa of 10 years validity

Hi there,

Me and my family residing in Canada on PR. My parents are coming to USA next week on visit visa (10 yrs validity) to visit my sibling for 6 months. I couldn't take Canada visit visa for them as the trip is planned on a short notice. Can I take the Canadian visit visa when they are in the USA any time within the 6 months and if so what is the procedure/documents required?
