I got 6.5 overall band score in IELTS but 5.5 in speaking. Can I apply for study visa in Canada ?

Have you addressed the rest of the concerns you are facing since your last rejection? You may have other more serious hurdles to overcome:

"
--> I am not satisfied that you will leave canada at the end of your stay, as stipulated in subsection 216(1) of the IRPP, based on the purpose of your visit.

--> your proposed studies are not reasonable in light of: your qualification,previous studies,missing mark sheets,academic record,level of establishment,language abilities,financial ability and/or your future prospects and plans. "​
