Visa visitor while awaiting pr application

So I only have about 6 weeks on my work permit. I'm 9 points off what's needed to receive an ITA (for cec) so I'm hoping to get it in the next draw.
By the time (hopefully) I get the acceptance letter which allows you apply for BOWP, I will probably be out of time. So I'm just wondering if it's possible to get a visitor visa while a decision is reached on pr. Any help would be appreciated thanks

I doubt if you can be on "applied" status just by receiving the ITA. You should atleast have the confirmation of application submission if not "eligibility review" passed. But pls check with others in forum.
