Yes u can submit in London, u have to give one explanation letter along with. Refer to youtu.be or google to submit passport

I think that is practically doable. But the london visa office is very unreliable at the moment. There are quite a number of people here who have said that their passports have been held/not returned for months. I'm not sure if this is the case for applicants of all visa types but it's a common theme I noticed across the threads relating to the london visa office. Since you are on vacation pls try calling them to check before you submit
