My in laws applied for visitor visa with their unmarried student daughter with a complete application but they refused visa on family tie based in Canada and home country also based on travel history.
Can we appeal it?
or Can we apply again but how satisfy them with the reasons?

You cannot appeal it but you are welcomed to try again provided you can overcome the reasons for refusal. Seems like they do not believe that either your parents or unmarried sister will go back.
