Visa rejection for the 2nd time !!!!!

Applied 1st time under SPP on 12th of Nov, visa rejection on 21th Nov. Applied again on 27th Nov under general category and visa rejected again today.

10th: 72 %
12th: 57 %
Engineering in Electronics & Communications: 57 % (12 backlogs, all cleared and an year back)

Work Experience: 18 months

Visa refusals:
1) Portugal business visa rejection in May 2012
2) Canada study permit visa rejection under SPP on 21th Nov 2012
3) Canada study permit visa rejection under General on 21th Dec 2012

Proposed studies: Graduate Certificate in Project Management at Centennial College
Paid 1st year tuition fees and education loan letter for 1st year living expenses
Done with medicals in first week of Nov
Had sent father's income cert., my salary slips, experience letters, medicals and all the documents under spp/ general checklist.

Same rejection in SPP as well as in General: You have not satisfied me that you will leave Canada by the end of the period authorized for your stay because your proposed studies are not reasonable in the light of one or more of: your qualifications, previous studies, employment, level of establishment, other educational opportunities available in India or Canada, language abilities, or your future prospects and plans.

I had sent an SOP too which clearly mentioned everything right from why Canada, centennial, project Management to explanation of my low grades in engineering.

Though the champion members know more than I do and will offer better suggestions, I would say apply for CAIPS to know the real reason. Rejection could be due to course mismatch or the backlogs. But it will only come out via CAIPS.

Yes i know. Will be applying CAIPS soon. But don know if I have to apply CAIPS for the first rejection or the second ??
