visa rejected under general category

Then why do universities or colleges accept them. I dont intend to be very complicated to u, but I am just curious and want to know.

U can get the answer urself, Colleges & Universities give admission to almost everybody as they dont do much scrutiny !! they accept 100 students and maybe jus 20 get Visa !!!

Iam graduated for IGNOU (UGC, UNESCO certified, under Govt. of India) its distance learning program, i have done BCA from there. and have very decent 2.5 Years of work experience, i m CCNP, CCNA, RHCE globally certified. is there any cahnces for my to get visa for SPP program. for PR they give full 25 points for MBA from IGNOU.

but for visa vo asks for individual dmc's for all semester but ignou dsnt provide

10th - 63%
12th - 64%
2 years Diploma in Computer applications
3 years work experience in Call center
Graduation passed out in 2008 with 59% (B.com)
Work experience from 2008 to till date (Finance & Account field)
Applied in Selkirk college BC (PG Diploma in Business Administration - Finance & Accounting specialization)
