I got an update on my application today that my visa application is refused because my proposed studies are not reasonable. I've applied for 3D Animation program for this fall. I have completed my graduation in Bachelors of Engineering (IT), then I did a Diploma in 3D Animation and film making from India. I can understand because I changed my fields, but it's not like that I don't have any background in Animation. As I stated that I did short term Diploma in 3D Animation. I don't understand why they did this. :'( They mentioned that I can reapply if I wish. Should I reapply? If yes, what should I mention while reapplying? :-[

My consultant is saying that we will reapply.. And in 5-10 days I will get an answer again.. Is that possible? I applied under SPP, can I apply under non-SPP now?

you have to apply under non spp now. SPP is only for first timers. deadline for fall have already passed out. do not apply again or else you are highly liked to be rejected. go for jan intake.
Maybe you need to justify that having completed a diploma on 3 d animation in India why you think doing a diploma in 3 d animation in Canada will be any different other than being in Canada.

Its true that you have very less time now considering the fact that your course might start next month, but If you do decide to re-apply, I think you need to revisit your rejection letter once again. Because, there might be more reasons stated in that. Normally there are. (in the second page). However if there is no other reason, then I suggest the following:-
The Visa officer was not convinced that your proposed studies are in-line with your background or future prospects, so your SOP (statement of purpose) was lacking in convincing power. I would request you to please rewrite the SOP. Maybe you are thinking that your SOP was quite strong, but it won't hurt to make it better!
