They said :

Is the college designated, I mean has a DLI? Did you check if the program will entitle you to a PGWP? What credential did you applied for, certificate, diploma or PgD?

Refusals always hit hard and I have had first-hand experience. I can understand what you are going through now. My two cents, your cover letter might have been weaker and failed to demonstrate purpose and study plans. I suggest applying again with original thoughts. Focus on why this course and DLI and explain why low score in 12th. Hard to suggest in more detail without the specifics asked by other members.

based on your documents, the visa officer do not believe you will leave Canada at the end of your stay. Because you will have intentions of staying in Canada.

Yes it is in DLI list and is approved for PGWP

Count yourself lucky. Would not waste my money attending Yorkville university. If you choose to reapply I would apply to a public college or university.

The institution has limited eligible programs for PGWP. It's better to consider a public institution. Even, if you need to work or take some pre-program courses to make you qualify.
You can always do standardized exams like the SAT or GMAT to make up for your GPA. Given your age I recommend SAT get over 1400/1600 and i am sure colleges will look at you. Gotta explain the 50% in your applications obviously

It's a lie I bet university of manitoba would gracefully accept you into the university 1 program then when you are true with the required gpa you get into your intended program in the second year..
