Visa office requested for the process of your application

My common-law wife and I live together with her son in Thailand, and I'm trying to sponsor them to immigrate to Canada. In the Application for permanent residence in Canada, how do I find the answer to the question in the title (visa office requested).

We live in Phuket, Thailand, by the way.

If your common-law spouse and child are Thai citizens, their application will be processed in Singapore. Bangkok doesn't do immigration.

If they are not Thai, but have been admitted to Thailand for at least a year, their application can be processed in Singapore or the visa office responsible for their home country.
