Today my e-cas says Visa office eligibility review complete, and says the following

We received your application for permanent residence on September 1, 2009.

We reviewed your application and sent you a letter on October 28, 2009. Please consider delays in mail delivery before contacting us.

Your application and supporting documents were received by the New Delhi office. They are pending review.

We transferred your application to the New Delhi office on November 3, 2009. The New Delhi office may contact you.

what does this mean,

Unfortunately, this could mean a rejection/refusal for you. Usually the status changes to 'In Process' if everything is fine. The status 'visa office eligibility review complete' has almost always meant rejection. Don't worry, you can rectify the shortcomings and re-apply. Wait for their mail to know what criteria you were rejected on.

On second thoughts, getting refused after having a job offer could be unlikely. You can only wait and find out for yourself.
