Visa for the child who born outside Canada

I’m writing this for my friend who is having PR and staying outside Canada last two years. My question is How to get visa for his child born outside Canada? Is it possible to apply for visa from outside Canada?

do you mean visitors visa?
sure, visitors visas are applied from outside canada.

Do you mean PR, then they may have to be living in canada to apply for PR for the child. I am not sure about this though.

your friend would have to apply to sponsor the child and as a PR only he/she must be in Canada to do so
