They can apply together but what will she show for her family ties if her husband is also going to join her in Canada? You can ask her to apply first and if her application is approved then her husband can apply.

Dear Canuck, I don’t exactly understand what is the study plan? She is going to study pastry management (2 years- full time)because she is working in that field for years and couldn’t find any course such as this in Denmark to take her career to next level. Is there any difference that what you are going to study in Canada as long as you provide strong finances and show that you are planning to leave the Canada after your study.
You could prepare the best application possible including any possible document needed and still be refused. What matters is the actual amount of funds, your choice of program, etc. When you say the it depends on how you prepare your application it sounds like if you hired the best consultant/lawyer you will have a much better chance of approval.

If she is already working as a pastry chef there will be concerns that she is a genuine student. I am sure there is a European program that is the same or better than George Brown so you have to show why she needs to attend George Brown and attempt to relocate her whole family. To get a study permit you need to show this course will lead to career advancement and make sense based on her previous work and studies. Anecdotally it seems like spouses of masters and PhDs have the best chance of approval for SOWP. There isn’t detailed information on how CIC decides who gets approved for SOWP. Finances are one factor but there are other factors.
