I am also new Canadian PR and have a plan to process my parents visa. I haven't done much research about it but some time I had a look at Canadian Consulates website. Looks like we should be able to get complete information from there. I think if you have a job and having sufficient funds in your bank account, you can start processing your parents visa...this is just my understanding, but please go through their website to have complete information.

To qualify to bring your parents to Canada temporarily on a super visa, you must be making enough money from a job in Canada to meet the low income cut off (LICO). If you don't yet have a job in Canada or don't meet LICO, then you will have to wait until you do before you can bring your parents as visitors on the super visa.
