visa for afghan national

I am n afghan national and have done my bachelors in india,for canadian study permit PCC from india is required.does anyone know how to get it without going to india?

What r the visa ratio for afghan nationals?
Can i apply from india as there is no consuler section of canadian embassyb in afg.

2. You will have to apply through one of the VACs in Pakistan, India or Tajikistan as there are none in Afghanistan and you will require biometrics as well
