Is it mandatory to pay first whole year tuition fee, while it is stated to pay only first semester fee in the offer letter, in order to apply study visa for spp colleges?

I SUGgest uh to pay first sem fee with a Gic thats it ... and it is not at all mandatory to pay the whole year fee ... its just good for visa ... like does ng good credits
