Hello,
My visa was approved in February but it was too late to go so I had to defer my semester to Sept (earliest intake for my program).
My question is:
Do I have to inform IRCC that I am deferring my intake and I will be going to Canada in September or do I just arrive at the port of entry and explain that I had to defer my intake.

It is important to inform IRCC and ensure you have revised Letter of Acceptance that you will present at the point of entry

Exact same scenario as me.
I applied originally for the Winter 2022 intake but i was asked to undergo the sputum test so my study permit ended up being approved in February 2022. Had to request a deferral but my program was not available for the Summer intake. So no other option but to defer to the September 2022 intake.
Because there is more than 150 days between the original intake date and the new one, in our case, we need to inform the IRCC vía webform. But that's it, no need to reapply or anything like that because is just a change of intake with the same program and same DLI.
The source of that statement is:
You must arrive at POE with both the old and new LOA.
Can IRCC cancel my study permit after they issued my ViSA approval
