I am sponsoring my parents and they just received the PPR letter today. They have currently outside of Canada but have purchased flight ticket to come to Canada next week. Should I inform IRCC via webform to request virtual landing now or after they arrive Canada next week? Please advise.

After they have arrived if that's within the respond timeline allow. follow the instruction in the PPR where it mentions if PA and dependents are inside Canada.

The respond timeline is 5 days, it's due June 23rd. Their flight ticket is on June 30th. They purchased the tickets 2 month ago... In this case, can I request virtual landing still?

Switching to virtual landing can be a real pain. It can be OK but many horror stories of months of waiting. On the contrary the plane tickets can often be changed for a relatively small fee depending on the tickets. I would suggest evaluating this option as this maybe cheaper in the end than for example paying for travel health insurance should the virtual landing be delayed significantly and thus the provincial healthcare

I'd echo this. It really is a personal choice but it is a very common experience that submitting passport for PR visa and COPR generally takes < 4 weeks. Exceptions where it takes longer happen, but more rare.
Timing for virtual landing seems to be all over the place - and long delays / exceptions (esp for those outland apps that weren't changed to Canadian address before PPR) not, alas, infrequent.
Personally I'd prefer the airline rebooking fee and four week delay for PR status on arrival and provincial healthcare on the statutory schedule, but again - personal decision.
I agree that PPR and delaying the flight has a more predictable.
Your waiting time for virtual landing could be very long/or short. There is no pattern so far.
Also advantage is health insurance. Once landed, they can get health insurance soon (after waiting period that's different depending on province).
So at least find out about the cost of changing the flights and consider that.
