VICROADS Full License Search?

Hey guys, I'm in the process of sponsoring my Aussie husband inland. We just received a request to provide a VicRoads Full License Search-- the thing is, he doesn't remember and hasn't held a Victorian license since 2011. He moved back to New South Wales and then moved to Canada and has a Ontario driver's license.
So basically my question is, how does he go about contacting VicRoads when doesn't hold their license anymore and doesn't remember his old license number?

Hi all,

I requested the letter to VicRoads for the no license letter. They did send a scanned PDF the following day. I would just like to know if the PDF is sufficient to submit to CIC? I did ask for them to mail a copy but based on their response, it doesn't look like they will be mailing a letter.
