so, if 'opr' in GCMS notes is in status 'not started', does that mean the local 'designated' embassy has also done with their further processing jobs like background check etc.?

- I already passed the eligibility and medical. I also submitted my police clearance and it was already reviewed and verified per my notes. I only lack biometrics.
Everything looks good for you. I think once they are done with the stage-1 of most of the applicants, they'll come back and start on stage-2. For you, it'll be PPR request.
