Why don't you submit the webform to all the mentioned locations. No harm in trying. So that you won't have to worry on sending it to wrong ones.

SDS Online applications are initially dealt in Edmonton, after that they are sent back to the designated embassy for further processing.

so, if 'opr' in GCMS notes is in status 'not started', does that mean the local 'designated' embassy has also done with their further processing jobs like background check etc.?
