Hi friends!

I am a filipino residing in United Arab Emirates for 1 year now and have been planning to apply as a federal skilled worker in Canada. Can somebody tell me where can i apply? should I apply in London (where UAE residents are directed to apply) or in Manila? If in case I'd apply in London and during the 40 months of processing, I decided to come back in the Philippines, do u think my application will still be valid if Im no longer in UAE? Thanks....
