I’m an Indian visiting Singapore as tourist and while traveling in Singapore, I damaged my passport (the binding of cover came off from the passport booklet) which contains my undamaged valid Canadian student visa. Also the photo/biodata page is in excellent condition. Can I still enter Canada with both my old and new passport? As I’ve classes going on I cannot wait for a month to get new visa on my new passport. I still have my study permit in excellent condition. Please advise what should I do as I have tried reaching out canadian embassy in Singapore but they haven’t responded back.

Since you got a new passport your old passport is now expired. Your visa will still be valid even though your passport is expired.
I would advise you to stick the cover to the old passport for convenience, obviously carry both passports and mention what happened and show your new passport and valid visa on old passport.
I have personally travelled with a valid visa on expired passport as UAE resident visas are 3 years but Indian passports for <15 yrs old is valid for 5 years. Perfectly acceptable to do so, Canadian regulations also allow that.
