Using PR card along with OHIP card for ID documentations?

Is it possible to use Permanent resident card along with OHIP health card? The instruction website says

"A PR card may only be used as personal identification if your second piece of personal identification was issued by the Canadian government. "

Not sure if this means I can't use it?

I used Quebec health card and PR, and I got my AOR. I also know someone who got AOR with OHIP Card and PR Card. Thanks.

Did you do this and get AOR? I'm about to do this as well, since my passport will expire very soon.
